Rwanda’s Office of the Ombudsman has revealed that the Ministry of Justice recovered more than Rwf 1.3 billion embezzled through corruption and other economic crimes during the 2024/25 fiscal year.
The announcement was made on October 21, 2025, when the Chief Ombudsman, Madeleine Nirere, presented the institution’s annual report to both chambers of Parliament, highlighting achievements from 2024/25 and priorities for 2025/26.
According to the report, a total of Rwf 1,393,962,818 out of the targeted Rwf 2 billion in stolen assets was successfully recovered.
Since 2014, Rwanda has recovered a cumulative Rwf 15.4 billion, along with €3,729, US$14,743, and additional assets valued at Rwf 100.9 million.
Chief Ombudsman Nirere noted that, while progress has been made in asset recovery, losses to the government still persist in various sectors.
She cited the Special Guarantee Fund (SGF) which compensates victims of accidents caused by uninsured vehicles as an example of recurring losses.
“We found that the government continues to lose money. Although some funds have been recovered, others are still being lost because some vehicles operate without insurance coverage,” Nirere said.
“Ideally, every uninsured vehicle should appear in the system. For example, the Rwanda Correctional Service has a system that alerts when a prisoner is about to be released. A similar mechanism could be used with the police to automatically flag uninsured vehicles and remove them from the roads,” she added.
Between 2021 and 2024, the SGF recovered Rwf 429 million from accidents caused by uninsured vehicles.
The Judiciary’s 2024/25 report also recorded 375 cases of embezzlement, 224 cases of bribery (giving, receiving, or soliciting bribes), and 126 cases of forgery, money counterfeiting, or related offenses.
