Ukrainian President Volodymyr Zelenskyy said his country is continuing to attack oil refineries in Russia in response to Russian strikes targeting Ukraine’s energy infrastructure.

Zelenskyy made the remarks on November 6, 2026, in a message posted on Telegram after reviewing reports on Ukrainian attacks against various targets in Russia.

He said attacks on Russia’s oil industry would continue as long as Russia continued targeting Ukraine’s energy facilities.

He said: “Operations targeting Russia’s oil-refining sector are continuing in response to Russia’s attacks on Ukraine’s energy infrastructure.”

Ukraine accuses Russia of continuing to target energy facilities

Zelenskyy said power-generation facilities, energy pipelines, heating systems and water-supply networks in Ukraine continued to come under attack from Russian drones and missiles.

He accused Russia of making no changes to its military operations and rejecting measures to reduce the intensity of the war that had been proposed by countries supporting Ukraine.

He added that Russia was continuing to prepare further attacks instead of taking steps to reduce tensions between the two sides.

Attacks target oil facilities in Russia

The previous week, Russian officials reported several attacks targeting facilities linked to the oil industry.

The attacks included strikes in the Samara region, located in central Russia.

Others targeted the city of Yaroslavl, north of Moscow, as well as industrial facilities in Ryazan, south of the Russian capital.

However, Ukrainian officials did not explicitly acknowledge responsibility for the attacks.

Trump urges Ukraine to halt attacks on oil refineries

U.S. President Donald Trump has repeatedly urged Ukraine to stop attacking oil refineries in Russia.

Trump said the attacks were contributing to higher diesel prices.

Zelenskyy, however, said Ukraine was prepared to halt attacks on Russian oil refineries if Russia also stopped targeting Ukraine’s energy infrastructure.

The developments come four days before talks involving Ukraine, the United States and Russia are due to resume.

The talks aim to find a way to end the war, which has lasted for more than four years. They are expected to be the first negotiations of their kind since February.
