Chief Superintendent Daniel Greenwood, 41, has resigned from his role as Bradford’s district commander after it emerged that he engaged in an inappropriate relationship with a 24-year-old rookie officer under his command, Caitlin Howarth. Greenwood stepped down ahead of a police misconduct hearing, where allegations of gross misconduct were leveled against him for abusing his position of authority.
The affair, which involved flirtatious messages and explicit photos, occurred while both Greenwood and Howarth were in relationships, and during a period when Greenwood, the force’s silver commander for Bradford’s Covid response, is believed to have breached lockdown rules to visit her. The disciplinary hearing in Wakefield, West Yorkshire, heard how the relationship sparked gossip within the police ranks and severely discredited the force.
Greenwood, who had served for 20 years, helped Howarth join West Yorkshire Police after being introduced to her by her mother, a governor at his children’s school, in 2019. By summer 2020, their relationship had turned sexual, culminating in two encounters in early 2021. Greenwood attempted to delete evidence by performing a factory reset on his phone when the affair came to light later that year.
Howarth, who also resigned, is still under investigation for misconduct. Charges against her were dropped after allegations surfaced that she had failed to report connections with Joseph Shaw, a convicted drug dealer. Greenwood, who was not present at the hearing, admitted to gross misconduct but stated through his legal representatives that the relationship was consensual and initiated by Howarth.
Despite his resignation, a panel will determine whether his actions would have led to his dismissal. Greenwood’s legal team highlighted his personal struggles, including post-traumatic stress disorder and a history of alcohol addiction. They also revealed that his wife is currently undergoing cancer treatment, adding strain to an already tumultuous period.
Greenwood’s resignation brings an end to a once-promising career that had seen him considered for higher positions within the force.
