The Rwanda Correctional Service (RCS) has signed a cooperation agreement with its Moroccan counterpart aimed at enhancing collaboration in prison management and rehabilitation.
The agreement was signed by Mohamed Salah Tamek, Director General of Morocco’s Prison and Reintegration Administration, and CG Murenzi Evariste, Commissioner General of the Rwanda Correctional Service.
It seeks to promote exchange of expertise in prison administration, rehabilitation programs, and best practices for reintegrating former inmates into society in both countries.
Tamek described the signing as a “critical step” toward sharing experiences and improving the prison and corrections systems in Rwanda and Morocco. He highlighted that the cooperation will focus on building staff capacity, particularly in handling high-risk inmates, strengthening prison security, and advancing technical assistance on both sides.
CG Murenzi welcomed the partnership, recalling the 2016 bilateral agreements between Rwanda and Morocco that laid the groundwork for cooperation in multiple sectors. He emphasized that the new accord will boost knowledge-sharing and strengthen rehabilitation frameworks, ensuring prisoners can successfully reintegrate into society.
He also expressed optimism that the partnership will open new avenues for broader cooperation between the two nations.
The Rwanda–Morocco relationship has deepened over the years. In 2016, King Mohammed VI paid a state visit to Rwanda, during which the two countries signed 19 agreements covering banking, investment, diplomatic mobility, and other areas. In 2019, they expanded their collaboration with 12 additional agreements signed in Rabat.
Today, Morocco remains one of the leading providers of scholarships to African students, including Rwandans.
