Rwanda Set to Launch New Digital National ID in 2025 — What You Need to Know

As announced by Rwanda’s National Identification Agency (NIDA), the country is preparing to phase out the current physical national IDs and introduce a modern digital identification system. According to a report by NIDA, the pilot phase for this digital ID rollout is scheduled to begin in July 2025.

This move marks a major step forward in Rwanda’s digital transformation journey, aiming to streamline access to services and strengthen identity security.

What’s the Difference Between the Current National ID and the New Digital ID?

The current national ID is issued only to citizens aged 16 and above, and it comes in the form of a physical card. But that’s about to change.

According to Josephine Mukeshimana, a NIDA official, the new digital ID will be issued from birth. She stated:

“Today, we issue national IDs to individuals aged 16 and above, but with the new digital ID system, we will start issuing IDs right from birth.”

Three Versions of the Digital ID

The new digital ID will come in three forms, offering flexibility and convenience:

  1. A physical card, similar in appearance to the current ID.
  2. A numeric code.
  3. A unique digital identity number that can be used in place of the physical ID.

Who Will Be Eligible?

The traditional national ID was given to Rwandan citizens, foreigners staying in the country for at least 6 months, and recognized refugees. However, the digital ID will broaden that scope significantly.

Mukeshimana explains:

“We’ve expanded the eligibility. The digital ID will now be given to migrants, children found without guardians, and even foreigners temporarily in Rwanda who may need it to access specific services.”

More Than Just Basic Info

The old ID primarily displayed personal information like date of birth, gender, and citizenship. The digital ID, however, aims to go beyond that, integrating modern features for secure, efficient, and inclusive identity verification.
