The Uganda Communications Commission (UCC) has announced a nationwide internet shutdown ahead of the country’s general elections.
In a directive issued on January 13, 2026, UCC ordered all telecommunications companies to suspend public internet access starting at 6:00 p.m., until further notice.
Telecom Companies Ordered to Comply
The statement instructs all telecom operators to:
- Shut down public internet services
- Stop selling new SIM cards
- Suspend additional communication-related services
According to UCC, the move is intended to safeguard the electoral process.
“These measures aim to prevent the spread of misinformation, rumors, election-related disruptions, and any activities that could threaten public order and the credibility of the elections,” UCC said.
Social Media and Online Services Blocked
During the shutdown, access to major platforms such as Facebook, Instagram, WhatsApp, Telegram, YouTube, and other social media services will be blocked.
The directive also prohibits:
- Sending or receiving emails
- Uploading videos or digital content
- Accessing internet services through fiber optics, satellite connections, or VPNs
All channels capable of providing internet connectivity are affected.
Essential Services Exempted
UCC clarified that some critical services will continue operating under close supervision.
These include:
- Health sector systems
- Government institutions
- Banking services such as money transfers, deposits, and withdrawals
- Transportation and logistics systems
Authorities said special monitoring mechanisms will be put in place to ensure these essential services function without disruption.
Growing Concern Over Internet Shutdowns
Uganda has previously imposed internet restrictions during elections, drawing criticism from civil society groups and digital rights advocates who argue that such measures limit freedom of expression and access to information.
However, the government maintains that internet shutdowns are necessary to preserve national security and electoral integrity.
UCC did not indicate when internet services would be fully restored.
