Ukraine, France and the United Kingdom have signed a Declaration of Intent on the deployment of multinational forces to support Ukraine after a future peace agreement.
The agreement covers defense support, post-war reconstruction and long-term strategic resilience. Ukraine’s national news agency Ukrinform reported the development on Tuesday.
Leaders Sign in Paris
Volodymyr Zelensky, Emmanuel Macron and Keir Starmer signed the document in Paris.
The signing followed a meeting of the Coalition of the Willing. The gathering brought together several European leaders, alongside White House special envoy Steve Witkoff and Jared Kushner, the son-in-law of US President Donald Trump.
Security Guarantees Take Shape
After the meeting, President Zelensky said partners now share a clear and detailed understanding of the future security architecture for Ukraine.
Meanwhile, Prime Minister Starmer stressed that the declaration establishes a legal framework. According to him, it would allow partner nations to deploy troops on Ukrainian territory once a peace agreement is in place.

Overall, the declaration signals deeper coordination among Ukraine’s key allies. Moreover, it reflects growing efforts to prepare for long-term stability, reconstruction and security once active hostilities end.
