Data labelers, often called “ghost workers,” provide the essential labor that allows AI to interpret the world. Their contributions remain invisible to most users, yet without them, modern AI would not function.

Across regions such as Kenya’s growing tech hub, often referred to as Silicon Savannah, thousands of remote workers annotate images, videos and text. They draw bounding boxes around objects, categorize content and describe fine details so algorithms can learn patterns through supervised machine learning. When an AI distinguishes a rhinoceros from an elephant, it does so because a human first labeled those images correctly.

Despite their importance, these workers operate at the margins of the global tech economy.

How Human Labor Trains Machines

AI systems do not understand context on their own. Humans provide “ground truth” data that teaches algorithms what objects and patterns mean. Workers classify everyday items, label traffic signs, tag faces and describe actions in video footage. In more technical cases, they annotate medical scans, identifying arteries or irregularities to support diagnostic tools.

The process often scales rapidly. Technology firms outsource to data collection platforms, which recruit freelancers worldwide. Workers log in for short sessions, sometimes earning only cents per task. The model offers companies flexibility and cost efficiency, especially when labor markets in lower-income regions enable high-volume, low-cost output.

However, the system has consequences. If annotations contain errors, AI inherits those inaccuracies. When untrained individuals label complex medical imagery, reliability risks increase. Human oversight remains essential, yet economic pressures often prioritize speed over expertise.

The Dark Side of Content Moderation

Some of the most difficult labeling tasks involve explicit or disturbing material. Workers must describe graphic violence, sexual exploitation or other harmful content so AI filters can detect and remove it from platforms.

These assignments require emotional endurance. In certain cases, workers must imagine detailed scenarios to generate accurate labels. The exposure leaves lasting psychological effects.

Several workers report that platforms initially assign neutral tasks before introducing more traumatic projects. Skip options disappear. Quotas tighten. Workers complete tasks to maintain income, even when the emotional toll rises.

For many, financial necessity limits their ability to refuse.

Joan, Michael and Chi-Chi are among thousands navigating this system. Their motivations are practical. Medical bills, family responsibilities and limited employment options push them into gig-based data annotation.

Michael turned to AI labeling after medical emergencies left his family with overwhelming expenses. Over time, he found himself tagging extreme content, including explicit material involving minors. He describes the experience as deeply scarring, altering his perception of the world.

Corporate Responses and Accountability Gaps

Major outsourcing firms defend their practices with codes of ethics and commitments to fair treatment. Some executives claim wages exceed local minimum standards and that participation remains voluntary.

Yet independent assessments raise concerns. Researchers evaluating digital labor conditions note weak enforcement mechanisms and limited transparency in supply chains. National regulations, including modern slavery reporting laws, often require disclosures but lack strict enforcement provisions.

Experts argue that technology companies must take responsibility for their entire AI supply chain, not only for product performance.

The Psychological Toll

Exposure to disturbing material leaves lasting emotional impact. Workers describe isolation, anxiety and persistent distress. Some report limited access to mental health support despite performing tasks that involve reviewing violent or explicit content daily.

In certain contracts, counseling sessions remain minimal and insufficient. Workers emphasize that once traumatic content is seen, it cannot be erased.

Organizing for Ethical AI

In response, Kenyan data labelers have begun organizing. Associations advocate for fair pay, transparency and mental health protections. Members reject anonymity and speak publicly about working conditions.

Their goal extends beyond wages. They seek recognition of human intelligence behind artificial intelligence. As AI adoption accelerates globally, they argue that ethical deployment must include ethical labor standards.

Rethinking the AI Supply Chain

The global AI industry depends on human annotation. That reliance challenges the narrative of complete automation. While AI systems grow more sophisticated, they remain rooted in human judgment and labor.

Addressing exploitation requires stronger due diligence, enforceable labor protections and shared accountability across the technology ecosystem. Investors, policymakers and consumers all influence incentives.

Every time users interact with AI, they engage indirectly with unseen workers. Recognizing that connection is the first step toward building systems that reflect both technological progress and human dignity.
