Job Location: Kigali, Rwanda
Overview
We are seeking a highly experienced Project Manager to lead the execution of a large-scale sewerage infrastructure project in Kigali. The scope includes the design, construction, and commissioning of a 12,000 m³/day sewage treatment plant, approximately 92 km of sewer network (gravity and pumped), trunk lines, pumping stations, and customer connectionsspecifically targeting high-volume commercial customers.
This role requires deep technical knowledge, exceptional leadership, and proven experience in similar wastewater and sewerage projects.

Primary Responsibilities
Project Leadership & Management
- Direct all project phases from design through to commissioning, ensuring scope, budget, and timelines are met.
- Oversee multidisciplinary teams responsible for the STP, collection and conveyance systems, and civil works.
Technical Oversight & Coordination
- Review and approve design documents, ensuring alignment with best practices and regulatory standards.
- Coordinate with internal departments and external subcontractors to ensure effective execution of construction activities.
Stakeholder & Regulatory Liaison
- Act as the main point of contact for all stakeholder communications, including consultants, local authorities, and community representatives.
- Ensure regular progress reporting and timely escalation of critical issues.
Quality, Safety & Compliance
- Drive adherence to international quality standards and local regulatory requirements.
- Monitor health, safety, and environmental (HSE) practices on site and lead risk mitigation strategies.
Team Development & Resource Planning
- Manage and develop a high-performing project team, ensuring roles are clearly defined and resources are effectively allocated.
- Oversee scheduling, budgeting, and reporting functions with continuous progress tracking.

Qualifications and Experience
- Education: Masters degree in Civil Engineering, Construction Management, Sanitary Engineering, Environmental Engineering, or Hydraulic Engineering. (Bachelors in Civil Engineering required)
- Experience: Minimum 15 years of total work experience, including at least 10 years in managing sewerage or wastewater treatment projects.
- Project Portfolio: Must have led at least 12 wastewater/sewer network infrastructure projects.
