President Kagame accountability message emphasized on 5 February 2026 that leaders must be ready to answer at any time for their decisions and how they manage public resources. During the 20th National Umushyikirano Council at Kigali Convention Centre, he stressed that leadership requires constant scrutiny and responsibility to serve citizens effectively.
President Kagame: Leaders must answer for their actions
President Paul Kagame warned leaders at all levels that public office demands constant accountability. He stressed that officials must always explain their decisions, actions, and use of state resources.
He delivered the message during the 20th National Umushyikirano Council, held at Kigali Convention Centre (KCC) and attended by leaders from across government institutions.
According to the President, leadership begins with serving citizens. He made it clear that failure to deliver services properly exposes leaders to sanctions.
Accountability is a core leadership responsibility
President Kagame said leaders should never fear scrutiny once they accept responsibility.
“When you accept leadership, you accept questioning,” he said. “You receive resources for the benefit of Rwandans. You must explain how you used them and whether you used them correctly.”
He emphasized that accountability must apply to everyone. Whenever wrongdoing appears, authorities must act quickly and impose consequences without delay.
Weak coordination slows development projects
The President also highlighted poor coordination among institutions as a major obstacle to development.
He explained that some projects suffer from poor planning because institutions fail to work together. Others stall because no one follows up after implementation begins.
“Some projects start without full preparation,” he said. “Others lack monitoring, and progress becomes slow or stops completely.”
President Kagame warned that projects meant to last two years sometimes stretch into four years. He called for immediate action against negligence and poor oversight.
Progress on Umushyikirano resolutions
The previous National Umushyikirano Council, held on 23–24 January 2024, adopted 13 resolutions divided into 41 action items.
Authorities have already completed 34 actions, while seven remain near completion. The progress shows commitment, but the President stressed the need for continued monitoring.
