President Kagame Appoints Col Rwagasana Sankara and Viviane Mukakizima to New Senior Roles

President Paul Kagame has appointed Col Regis Rwagasana Sankara as the Deputy Director-General in the Office of the President, while Viviane Mukakizima has been named Deputy Director-General in the Office of the Prime Minister.

The appointments were announced in a statement issued by the Office of the Prime Minister on October 10, 2025.

Before this new role, Mukakizima had served as Deputy Director-General in the Office of the President, a position she was appointed to on September 18, 2025, meaning she held that post for just 22 days.

Mukakizima is also the Vice Chairperson of the Board of Directors at the Rwanda Broadcasting Agency (RBA), serving alongside Chairperson Israel Bimpe.

With an extensive background in media and communications, Mukakizima has previously worked for several international outlets, including Reuters, and has held communication roles in the Office of the President since 2012.

In 2021, she was appointed Director of Communications in the President’s Office, later promoted to Deputy Chief of Staff before moving to her new role in the Prime Minister’s Office.

Mukakizima holds a Bachelor’s degree in Journalism and Communication from Daystar University and a Master’s degree from the University of Warwick in the United Kingdom.

On the other hand, Col Rwagasana Sankara has been serving as the Executive Office Security Liaison responsible for coordinating military operations within the President’s Office since 2021.

That same year, he was recognized as the top-performing student at the RDF Command and Staff College in Musanze.

Col Rwagasana, an alumnus of École Royale Militaire (ERM) in Brussels, Belgium, completed his advanced military studies at the RDF Command and Staff College in 2019, where he graduated as the best student in his class.
