Rwanda Government and Anthropic Sign AI Agreement

The Government of Rwanda and Anthropic have signed a three year Memorandum of Understanding to expand artificial intelligence across education, health and public sector systems nationwide.

The agreement formalizes an ongoing collaboration and represents Anthropic’s first multi sector government MOU in Africa.

AI Deployment in Health and Public Services

Under the agreement, Anthropic will support Rwanda’s Ministry of Health in achieving key national targets. These include eliminating cervical cancer, reducing malaria cases and lowering maternal mortality rates.

Government developer teams will use Claude and Claude Code to design and implement AI driven tools. The partnership includes technical training, API credits and structured capacity building to ensure long term institutional expertise.

Paula Ingabire, Minister of ICT and Innovation, described the agreement as a strategic step in Rwanda’s AI development roadmap. She stated that Rwanda aims to deploy AI solutions aligned with national priorities in education, health and governance.

Education Partnership Expanded

The MOU builds on the education collaboration launched in November 2025. That initiative provided 2,000 Claude Pro licenses for educators and delivered AI literacy training to public servants. It also introduced a Claude powered AI learning companion across eight African countries.

Anthropic’s Beneficial Deployments team worked closely with Rwanda’s Ministry of ICT and Innovation to design programs tailored to local development needs.

Elizabeth Kelly, Head of Beneficial Deployments at Anthropic, said the company is investing in training and technical support so AI tools can be used safely and independently by teachers, health workers and public officials.

Focus on Capacity and Local Control

The partnership emphasizes responsible AI deployment, infrastructure development and skills transfer. By expanding AI from classrooms into healthcare systems, Rwanda aims to embed sustainable digital transformation across priority sectors.

Officials say the agreement ensures local oversight and policy alignment as AI tools are introduced into public services.

The collaboration positions Rwanda among the leading African countries integrating AI into national governance and development strategies.
