Key Points on Trump’s Peace Plan for Gaza

The United States has announced a peace plan prepared by President Donald Trump, expected to help Gaza achieve lasting peace and economic recovery so it can become one of the model cities of the Middle East.

The plan, released on October 29, 2025, states that first and foremost, Gaza must become a region free of terrorism. Armed groups operating there will be dismantled, and its infrastructure such as underground tunnels and weapons factories must be completely destroyed.

President Trump proposed that Gaza will host a force of international troops, including soldiers from Jordan and Egypt, under the International Stabilization Force (ISF), which will safeguard peace and security in Gaza while also training new Palestinian police units.

His office stated: “If both sides accept this plan, the fighting will immediately stop. Israeli forces will withdraw back to the designated line, in preparation for the release of hostages… Within 72 hours of Israel’s official acceptance, all hostages alive and deceased will be returned.”

The U.S. President also outlined that Israel will release 250 Palestinians serving life sentences, along with 1,700 Gaza residents imprisoned since October 2023, particularly women and children.

It is further stipulated that once hostages and prisoners are released on both sides, Hamas fighters who agree to live peacefully with Israel will lay down their arms and will not face prosecution. Those wishing to leave Gaza will be given safe passage to countries willing to host them.

Once Hamas is dismantled and Israeli forces have withdrawn, Trump’s plan envisions Gaza being temporarily administered by a committee of Palestinians with no partisan political affiliation. This body will be responsible for providing daily services to the population.

The transitional governance of Gaza will be overseen by a body called the Peace Council, chaired by President Trump. It will also include other leaders such as former UK Prime Minister Tony Blair and additional international figures.

The U.S. President’s office explained that this body will establish a framework for rebuilding Gaza’s development, modeled on major Middle Eastern cities, aiming to turn it into a modern region with stable governance.

They emphasized: “No one will be forced to leave Gaza, and those who wish to leave may do so freely, with the right to return. We will encourage people to stay and give them the opportunity to build a better Gaza.”

Overall, President Trump’s plan contains 20 provisions. Among them is the continuation of humanitarian programs to assist those affected by Israeli military strikes since October 2023, providing them with food and medicine.
