Residents of Goma city and surrounding areas in eastern Democratic Republic of Congo (DRC) have staged protests opposing the withdrawal of AFC/M23 fighters from the town of Uvira.
The demonstrations took place on the morning of December 22, 2025, drawing large crowds of civilians expressing frustration over continued instability and insecurity in the region.
Protesters carried messages calling for lasting peace in eastern DRC, while rejecting the possible return of armed forces to Uvira.
Calls to Prevent Armed Groups From Returning
One of the messages read:
“We, residents of Goma and neighboring areas, reject the withdrawal of AFC/M23 from Uvira. We refuse the return of FARDC, Wazalendo, Burundian troops, and mercenaries to Uvira.”
Demonstrators said years of conflict have left communities exhausted and fearful. They urged authorities and international mediators to prioritize immediate dialogue as a path to sustainable peace.
Background to the Uvira Withdrawal
AFC/M23 fighters withdrew from Uvira on December 17 and 18, after controlling the town for about one week. The group said the decision was made at the request of the United States, as a confidence-building measure during ongoing peace efforts with the Congolese government.
The alliance later clarified that it does not want the Congolese army (FARDC), Burundian forces, Wazalendo militia, or the FDLR armed group to return to Uvira.
AFC/M23 called on the United States and other mediators to establish a credible security mechanism to protect civilians.
Demand for a Neutral Zone
According to AFC/M23, Uvira should be declared a demilitarized zone or placed under neutral forces. The group argues that such an arrangement would allow civilians to resume normal activities without fear, citing alleged abuses committed by government forces during previous deployments.
US Mediation Efforts
Last week, US Special Envoy to the United Nations for Political Affairs, Ambassador Jennifer Locetta, indicated that AFC/M23’s proposal could be considered if the group withdrew to areas located about 75 kilometers from Uvira.
If the group complies with the US request, it could return to positions it held before the early December 2025 clashes, including the Kamanyola center.
The situation in eastern DRC remains tense as diplomatic efforts continue to prevent renewed fighting and protect civilians.
