Gicumbi Residents Raise Safety Concerns Over Stray Dogs

Residents of Gicumbi District have expressed growing concern over the rising number of stray dogs roaming freely on the streets, citing threats to public safety and health.

Many locals say they feel unsafe walking in their neighborhoods, especially during early mornings and late evenings. Reports of dog attacks on children have intensified fear and increased calls for urgent action from authorities.

Stray Dogs Pose Risks to Children and Road Users

In several areas of Gicumbi town, stray dogs are commonly seen scavenging for food and approaching pedestrians aggressively. Some residents say the dogs often move in groups, making the situation more dangerous.

Marie Uwimana, a parent from Byumba Sector, said her child was bitten while going to school. She explained that the incident caused fear and anxiety within her family and neighborhood.

Motorcycle taxi operators and traders have also raised concerns. Jean Claude, a boda boda rider, said stray dogs frequently run across roads, creating a high risk of accidents for road users.

Lack of Enforcement of Dog Control Regulations

According to MINAGRI regulations, dogs must be kept under control and leashed when outside their owners’ homes. However, residents argue that weak enforcement has allowed irresponsible pet ownership to increase.

Health experts warn that uncontrolled dogs can spread zoonotic diseases, including rabies, which remains a serious public health concern in Rwanda.

Gicumbi District Authorities Promise Action

Gicumbi District Mayor Nzabonimpa Emmanuel acknowledged the problem and said the local government is preparing a comprehensive response.

He noted that planned measures include:

  • Public awareness campaigns
  • Enforcement of pet ownership laws
  • Dog vaccination programs
  • Community reporting systems

The mayor emphasized that dog owners must take responsibility by vaccinating their pets and preventing them from roaming freely.

Community Cooperation Key to Solving the Problem

Authorities have urged residents to work closely with the district by reporting stray dogs and supporting population control initiatives.

Both leaders and citizens believe that effective stray dog management, combined with education on responsible pet ownership, will improve safety, protect children, and create a more secure environment in Gicumbi District.
