Minister of Foreign Affairs and Cooperation, and President of the Social Democratic Party (PSD), Dr. Vincent Biruta, has reaffirmed that Rwanda will not give up on efforts to restore peace and improve relations with the Democratic Republic of Congo (DRC), despite the latter’s slow progress in implementing previously agreed commitments.
He made the remarks during a meeting of the PSD Political Bureau held on October 5, 2025.
One of the key issues discussed in the meeting was the ongoing efforts to bring peace to eastern DRC. Dr. Biruta told party members that the main obstacle lies in the lack of political will on the Congolese side.
He said, “Talks are taking place, but for them to yield tangible results, there must be commitment from all parties involved. Unfortunately, that willingness is still limited on the side of the Congolese government, although discussions are ongoing.”
He added, “As for Rwanda, we have actively participated in meetings held in Washington, D.C., and we continue to be involved in the implementation of what was agreed upon. We will keep following up and contribute wherever possible.”
Biruta’s comments come after the DRC has been slow to act on peace-building steps facilitated by the United States, aimed at achieving lasting stability between the two countries.
The most recent setback was the DRC’s refusal to sign an economic cooperation agreement with Rwanda, which was to take place in Washington, D.C., marking one of the key steps toward sustainable peace between Kigali and Kinshasa.
