Rwanda Approves National AI Agency to Drive Artificial Intelligence Growth

Rwanda has taken a significant step toward strengthening its position as a leader in artificial intelligence (AI) in Africa after the Cabinet approved the creation of a National Artificial Intelligence Agency.

The new institution will become Rwanda’s first agency dedicated entirely to AI development and implementation. According to reporting by The New Times, the agency is expected to coordinate national efforts in AI innovation, research, talent development, infrastructure, and commercialization.

Rwanda Moves From AI Readiness to AI Delivery

Speaking to The New Times, Minister of ICT and Innovation Paula Ingabire said the establishment of the agency reflects the growing role of artificial intelligence in shaping economic growth, public service delivery, competitiveness, and the future of work.

“The decision to establish a dedicated National Artificial Intelligence Agency reflects how AI is becoming a foundational capability that will shape economic growth, public services, competitiveness, and the future of work,” Ingabire said.

Rwanda has spent several years building the foundations needed for AI adoption. These efforts included the launch of the National AI Policy in 2023, improvements in data governance through the Data Privacy and Protection Law, investments in digital infrastructure, and partnerships with educational institutions to develop digital skills.

According to Ingabire, these initiatives have helped position Rwanda among Africa’s most AI-ready countries. However, she emphasized that readiness alone is not enough.

“That work has placed Rwanda among Africa’s leaders in AI readiness. But readiness is not the same as delivery,” she told The New Times.

Why Rwanda Needs a Dedicated AI Agency

Despite progress in AI development, many initiatives remain spread across different institutions and programs.

Ingabire noted that while several organizations are carrying out important AI-related work, no single institution currently holds the mandate to coordinate AI transformation at a national scale.

The National AI Agency is expected to fill that gap by bringing together government institutions, private companies, universities, researchers, and international partners under one strategic framework.

According to the minister, countries around the world are competing to attract AI investments, infrastructure, and talent.

“Globally, access to AI infrastructure, talent, deployment of AI solutions and investment is becoming fiercely competitive,” she said.

Rwanda aims to ensure that AI solutions are developed around local realities and contribute directly to national development goals.

Agency Mandate and Key Responsibilities

The agency will serve as Rwanda’s central institution for AI implementation and ecosystem development.

Its responsibilities will include:

  • Coordinating national AI initiatives
  • Supporting government digital transformation projects
  • Expanding access to AI-ready data
  • Strengthening AI governance and ethics frameworks
  • Investing in research and innovation
  • Developing AI skills and talent
  • Supporting AI startups and commercialization
  • Building partnerships with international organizations

According to information shared with The New Times, the agency is designed to address five major challenges currently affecting Rwanda’s AI ecosystem:

  • Accelerating AI implementation
  • Improving access to AI-ready data
  • Expanding computing infrastructure
  • Attracting and retaining skilled talent
  • Increasing investment in AI innovation

Supporting Businesses and Innovators

The agency is also expected to strengthen Rwanda’s innovation ecosystem by supporting entrepreneurs, researchers, startups, and technology companies.

For businesses, the institution will help create an environment that encourages the development and commercialization of AI solutions.

The agency will provide expertise, partnerships, and potentially shared infrastructure to help local innovators scale their products and services.

This approach aligns with Rwanda’s Vision 2050 and the Second National Strategy for Transformation (NST2), which identify technology and innovation as key drivers of economic growth.

Building on Existing Foundations

Ingabire clarified that the National AI Agency will not replace existing institutions already involved in technology development.

Instead, it will build upon the work already carried out through initiatives such as the Rwanda Centre for the Fourth Industrial Revolution (C4IR).

While C4IR focuses on policy innovation, regulatory frameworks, and stakeholder coordination, the new agency will concentrate on implementation, infrastructure development, commercialization, and scaling AI solutions.

“The proposed AI Agency has a broader and more operational mandate focused on implementation, commercialization, infrastructure, talent development, ecosystem growth, and deployment of AI solutions at scale,” Ingabire told The New Times.

What Happens Next?

Following Cabinet approval, the Ministry of ICT and Innovation will oversee the establishment of the agency.

The government plans to leverage existing partnerships, infrastructure, and expertise to ensure the institution begins delivering results quickly.

A management team will be appointed to operationalize the agency and begin implementing its mandate.

The creation of the National AI Agency marks another milestone in Rwanda’s digital transformation journey and reinforces the country’s ambition to become a leading hub for artificial intelligence innovation in Africa.
