President Kagame Appoints New Ministers, Ambassadors, and Senior Officials in Major Government Reshuffle

President Paul Kagame appointed new ministers, ambassadors, and senior officials in a government reshuffle on Wednesday, June 10. Damien Murwanashyaka is the new Minister of Infrastructure. He replaces Jimmy Gasore, who has held the role since September 2023. Murwanashyaka is a civil engineer with strong experience in real estate and construction. He worked as CEO of UDL from May 2024. He also worked with Century Engineering Contractors, Real Contractors, Gasabo 3D Design, and ROKO Construction.

Armand Zingiro and Colonel Claudien Bizimungu were also appointed as Ministers of State in the Ministry of Infrastructure. Zingiro previously led Rwanda Energy Group (REG). Bizimungu previously served as Deputy Commander of the RDF Engineer Command.

Judith Uwizeye became the new Minister of Public Service and Labour. She replaces Christine Nkilikiyinka, who was appointed Ambassador to Spain. Uwizeye previously served as Minister in the Office of the President. Nkilikiyinka returns to diplomatic service after earlier roles in Sweden and Germany

Antoine Marie Kajangwe is the new Minister of Trade and Industry. He replaces Prudence Sebahizi. Kajangwe previously served as Permanent Secretary in the same ministry. He also worked as Director General for Trade and Investment.

Chantal Tuyishimire was appointed Permanent Secretary in the Ministry of Trade and Industry. She previously worked as Senior Policy Analyst in the Office of the Prime Minister.

Lt Gen (Rtd) Karenzi Karake will serve as Ambassador to China. Maj Gen Emmanuel Bayingana becomes Ambassador to Israel. Col (Rtd) Jeannot Ruhunga is the new Ambassador to Poland.

Louise Kanyonga becomes CEO of Zigama CSS. Mazimilién Byilingiro is the new CEO of Rwanda Energy Group. Michelle Umurungi becomes Deputy CEO of RSSB in charge of investments.
