UGHE Launches Rwanda’s First HD²SS System

The University of Global Health Equity (UGHE) launched the Human Development and Demographic Surveillance System (HD²SS), the first system of its kind in Rwanda. UGHE introduced the platform in partnership with the Ministry of Health, the Rwanda Biomedical Centre and Partners In Health Rwanda.

A New System to Track Community Needs

HD²SS is a long-term, population-based system that tracks health, livelihoods and social conditions in communities. It collects high-quality data and turns it into practical insights. As a result, it helps leaders design fair policies and improve primary health care.

The system focuses first on households in Butaro. However, its design allows expansion to other regions as the project grows.

Strong Alignment With National Priorities

The platform supports Rwanda’s national goals. It works closely with the National Institute of Statistics of Rwanda (NISR) to strengthen evidence-based planning. Because of this, it improves decision-making across the health and social sectors.

Building a Model for Future Expansion

UGHE aims to create a model that can guide broader national efforts. Over time, the system will show trends, highlight gaps and help Rwanda deliver better services. It also offers a foundation for long-term improvements in community well-being.
