Rwanda ranks 111th in Anthropic’s latest country-level index measuring how widely people use its Claude artificial intelligence platform relative to the size of each country’s working-age population.
The Anthropic Economic Index, updated on 26 June 2026, shows major differences in Claude adoption around the world. Wealthier and technologically advanced economies generally record substantially higher population-adjusted usage than many developing countries.
Singapore leads the latest Anthropic AI Usage Index with a score of 5.81. Switzerland follows at 5.02, Luxembourg at 4.85 and New Zealand at 4.84. Rwanda appears much further down the ranking at number 111.
However, the ranking measures the use of Claude specifically and should not be interpreted as a general ranking of countries by overall artificial intelligence adoption.

HOW THE ANTHROPIC AI USAGE INDEX WORKS
Raw numbers of AI users can give large countries an automatic advantage because they have bigger populations.
Anthropic therefore developed the Anthropic AI Usage Index, or AUI, to make country comparisons more meaningful.
The company calculates a country’s share of Claude usage and compares it with that country’s share of the global working-age population, defined as people aged 15 to 64.
An AUI above 1 means a country generates more Claude usage than would be expected from the size of its working-age population. A figure below 1 means usage is lower than expected.
This distinction is important because a country can generate a large amount of Claude traffic overall while still recording relatively low adoption per person.
India provides one example. Anthropic previously reported that India was second only to the United States in total Claude.ai usage, but its population-adjusted ranking was considerably lower because of the country’s large working-age population.
WEALTHIER ECONOMIES RECORD HIGHER ADOPTION
Anthropic’s research has repeatedly identified a relationship between economic development and Claude usage.
Its Economic Index research found that a 1 per cent increase in GDP per capita was associated with approximately a 0.7 per cent increase in Claude usage per capita at country level.
The company identified factors including internet access, digital infrastructure, workforce composition, awareness of AI tools and the structure of national economies as possible contributors to differences in adoption.
Countries with large numbers of people working in technology, professional services and other knowledge-based occupations may have more opportunities to integrate generative AI into daily work.
The data therefore points to a continuing digital divide in access to advanced AI systems.
Anthropic has cautioned that its figures describe Claude usage rather than all artificial intelligence activity. Countries may have significant use of other generative AI products that does not appear in the Economic Index.
EDUCATION PLAYS A DIFFERENT ROLE IN DEVELOPING ECONOMIES
The Economic Index also indicates that countries at different levels of economic development use Claude differently.
Anthropic found that work and personal applications become more common in countries with higher GDP per capita. In lower-income countries, educational coursework accounts for a relatively larger proportion of Claude activity.
The company describes this as part of an AI adoption curve. Early users in developing economies may initially concentrate on education, technical skills and a smaller number of high-value professional tasks.
As adoption becomes broader, people begin using AI for a wider range of workplace, educational and personal activities.
Anthropic has specifically connected this pattern with its work in Rwanda, where AI literacy programmes are intended to help users move from learning about AI towards applying it across different professional activities.

RWANDA EXPANDS PARTNERSHIP WITH ANTHROPIC
Rwanda’s current position in the Claude usage ranking comes as the country expands programmes designed to increase access to artificial intelligence skills and tools.
On 17 February 2026, the Government of Rwanda and Anthropic announced a three-year memorandum of understanding covering education, healthcare and public-sector applications of AI.
Under the agreement, Anthropic said it would support government developer teams using Claude and Claude Code and provide training, capacity building and API credits.
The partnership also incorporates an earlier education initiative involving the Government of Rwanda, Anthropic and technology training provider ALX.
That programme includes 2,000 Claude Pro licences for educators across Rwanda, AI literacy training for public servants and an AI-powered learning programme extending into several African countries.
Rwanda’s Minister of ICT and Innovation, Paula Ingabire, said when the agreement was announced that the partnership was intended to support the country in developing and deploying AI applications across education, health and governance.
Anthropic described the Rwanda agreement as its first formal multi-sector government partnership of this kind on the African continent.
AFRICAN COUNTRIES REMAIN LOWER IN CLAUDE ADOPTION
The country ranking shows that several African economies remain towards the lower end of Claude’s population-adjusted usage distribution.
Kenya, for example, appears at number 100 in the current ranking, while Rwanda is at 111. Several other developing economies from Africa, Asia and Latin America are also concentrated towards the lower portion of the index.
Earlier Anthropic research similarly found lower population-adjusted Claude usage across many African countries.
The company has argued that unequal access to digital infrastructure, differences in income, availability of AI tools and the structure of national labour markets may contribute to this pattern.
However, country rankings can change as access expands and more people begin using AI systems.
WHAT THE RANKING DOES AND DOES NOT MEASURE
The Anthropic Economic Index is based on Claude activity. It is therefore a measurement of how Anthropic’s own AI system is being used rather than a complete assessment of national AI development.
It does not directly measure the use of competing AI platforms, domestic AI systems, government AI projects, research capacity, investment in artificial intelligence or the overall digital skills of a country’s population.
The index is more useful for understanding how Claude adoption differs geographically and how factors such as population, income and types of work may influence usage.
Anthropic says the Economic Index is intended to improve understanding of how artificial intelligence is entering economic and social activities around the world.
For Rwanda, the latest ranking provides a baseline against which the expansion of AI training and access programmes could be examined as the country’s partnership with Anthropic develops.
