Rwanda is preparing to expand university-level education in artificial intelligence after the Cabinet approved the establishment of the Rwanda Institute of Computing, RIC.
The new institution will begin operations in September 2026 as a specialized institution under the University of Rwanda. It will focus on advanced training in artificial intelligence, computer science and cybersecurity, with the aim of preparing skilled professionals who can support Rwanda’s technology-driven development.
The decision marks another step in Rwanda’s efforts to strengthen its digital economy and develop a workforce capable of creating and managing emerging technologies.
RIC to build advanced technology skills
According to a statement from the Office of the Prime Minister, the Rwanda Institute of Computing will build on the progress already made by Rwanda Coding Academy.
The new institution will provide students with an opportunity to continue their education at university level in areas linked to computing and emerging technologies.
The government expects the institution to strengthen Rwanda’s ability to train specialists who can contribute to economic growth through technology.
RIC will focus particularly on artificial intelligence and cybersecurity, two areas that have become increasingly important as governments, businesses and other organizations rely more heavily on digital systems.
The institution could also help create a stronger pipeline of local researchers, software developers, AI specialists and cybersecurity professionals.
Rwanda expands its AI ambitions
The establishment of RIC comes as Rwanda continues to strengthen its national approach to artificial intelligence.
The country has already adopted an AI policy and, in June 2026, the Cabinet approved the establishment of a national institution dedicated to artificial intelligence.
The institution is expected to support AI development, innovation, investment and better governance of the technology.
Artificial intelligence has already started gaining applications across several sectors in Rwanda, including healthcare, education, agriculture, business, justice and security.
Expanding university education in AI could therefore help the country move from primarily adopting existing technologies toward developing more locally designed solutions.
AI skills could support Rwanda’s digital economy
Artificial intelligence is changing the way organizations operate around the world.

The creation of RIC forms part of a broader national strategy to expand digital skills among the population.
Rwanda’s five-year national development strategy aims to ensure that all citizens have digital skills by 2029. The country also plans to train an additional one million people in coding.
Available figures indicate that more than 60% of Rwandans had acquired some level of digital skills by the end of 2024.
Meanwhile, households owning mobile phones increased significantly. In 2024, about 85% of households owned mobile phones, compared with 67% in 2017.
These changes demonstrate the expanding role of digital technology in everyday life and create a larger foundation for the adoption of advanced technologies such as AI.
Opportunities for students and businesses
The introduction of university-level AI education could create new opportunities for students interested in technology and innovation.
Students could gain skills that are increasingly valuable in both Rwanda and international job markets. The country could also benefit from a larger pool of professionals capable of developing local digital products.

The country will also need to ensure that AI development follows ethical standards and protects citizens from risks such as discrimination, misinformation and misuse of personal data.
